This section of the German translation course directory lists universities and institutions in the USA - Montana to Pennsylvania - offering undergraduate and graduate degrees in German, German studies, German translation or translation studies.

The Department of Modern Languages at UNK offers a German option in their graduate program:
Montclair State University

The German program run by the Department of Modern Languages and Literature at Montclair offers a minor and major where you can learn German language itself. Sadly it's centre for Translation and Interpreting doesn't cover German.
German language program at Montclair runs an exchange program with
Graz, Austria, giving students the opportunity to study in Austria for a
whole academic year with a full scholarship. Students on the exchange
report in detail about their experiences in Austria on the Montclair

The Princeton Institute for International and Regional Studies runs a program in translation and intercultural communication (PIRS). Expertise in German is a prerequisite for the course.
Department of Germanic, Russian, and East European Languages & Literatures

Although listed by the American Translators Association as an institution offering translation courses, I find only programs in which you can learn the German language itself:

They do offer a study abroad program to spend a semester or year at the Freie Universität in Berlin.

State University of New York (SUNY), Binghamton University

The Translation research and instruction program (TRIP), founded in 1971 and run by the Department of Comparative Literature to promote the study of translation at SUNY Binghamton, offers graduate and undergraduate programs.
There is no mention at all of whether German is covered or not, so you'll need to contact them for more details:

Kent State University

The MCLS at Kent seems a great place to learn German - language and translation, and offers a comprehensive German program:
Their office of global education also organize exchange programs for students to study at the Technical University of Dresden or the University of Leipzig.
They also got directly in touch with me to tell me about the new online Masters in Translation they offer, which can be studied on a full-time or part-time basis and offers German as one of the six language options. More information and testimonials on their website.
Ohio State University

The department claims to be home to “one of the oldest and largest German and Germanic Studies programs in the country” and is a Goethe Institute of Chicago examination center. It does offer a great range of fascinating German courses investigating German language and culture, and programs in:

• German – MA & PhD
For undergrads there's a German club, a summer study tour to Dresden, and a Study Abroad program in Bonn.
The department also offers the chance to study abroad at institutions including the Humboldt Universität Berlin, Freie Universität Berlin, and the Technische Universität Dresden.
La Salle University

La Salle University offers undergraduate German language courses. Although listed by the American Translators Association as an institution offering translation courses, they seem to be only for Spanish:
